WTF CCP??? AGAIN? Do you people hire the same programmers the US government used for their healthcare exchanges or what? Windows 8.1 two clients. $30 a month. For a game I have to reinstall every single time there is a patch! This is ridiculous....

As an add on, have downloaded all three files from here http://community.eveonline.com/support/download/offline-installer/ put them into the same empty folder and ran the installer (on windows 8.1). SAME ERROR failed archive extraction 3.... ...
